Hutt Valley Construction Disruption Response Plan

The Hutt Valley Construction Disruption Response Plan has been created to ensure Hutt Valley residents are supported through the years of construction ahead, with clear information and practical options for moving around safely and reliably.

By coordinating across agencies and providing a single, trusted source of truth, the plan aims to help reduce disruption to people’s daily lives and helps them stay connected to work, services and local businesses. It also reflects our commitment to keeping the city moving while we deliver long-term improvements for the community.

The plan proposes a series of interventions for consideration by Hutt City Council and the programme partners. The interventions will be further investigated and developed to ensure they are effective and affordable before being implemented.

The plan supports the development of targeted mitigation strategies, informed engagement, and clear and consistent communication. It also provides the governance framework needed for a coordinated cross-agency response, aligning disruption management with the city’s long-term priorities - future-fit infrastructure, liveable neighbourhoods, and environmental enhancement.

The plan has been developed collaboratively between Hutt City Council, NZTA, GWRC, and Te Wai Takamori o Te Awa Kairangi representatives. Additional input was provided by Metlink, Wellington Water, Wellington Electricity, KiwiRail, and Upper Hutt City Council.

It will be an evolving document, informed by any emerging disruption risks and mitigation needs and will be reviewed if there are significant changes to project timelines.

Transitional Parking Plan

The Transitional Parking Plan has been created to support businesses and residents through changes to public parking in the city centre during Te Wai Takamori o Te Awa Kairangi Programme construction.

The plan has been prepared with input from Greater Wellington, NZTA and Hutt City Council and represents phase one of the ongoing approach, outlining the measures needed to manage parking during the Programme’s construction.

It includes analysis of existing parking supply and demand, construction staging and locations, and recommendations to accommodate local parking needs. The plan also identifies initiatives to encourage sustainable transport and provides a monitoring and evaluation framework to track mode shifts and travel behaviour changes throughout construction.

The second phase of this plan is currently underway and includes assessing the proposed mitigations for implementation.  This includes new off-street, on-street and non-parking options, and we will provide updates on these as they come online.
