Te Wai Takamori o Te Awa Kairangi is a large programme of works including crucial flood protection and river restoration work, improvements to public transport, walking and cycling routes, local roads and the new SH2 Melling Interchange, as well as urban revitalisation of the Te Awa Kairangi ki Tai – Lower Hutt city centre.

In April 2025, agreements were signed to deliver Te Wai Takamori o Te Awa Kairangi marking the move to the design and construction phase.

Construction will take place over several years, with initial activities due to commence during the fourth quarter of 2025. Over the next 12 months, Alliance design work will take place enabling subcontract and supply packages to be procured. These packages are being issued progressively to the market for tender.

Procurement FAQs

Who is completing the works?
Te Wai Takamori o Te Awa Kairangi is a partnership between iwi Taranaki Whānui ki Te Upoko o Te Ika and Ngāti Toa Rangatira, Greater Wellington, Hutt City Council, NZ Transport Agency Waka Kotahi.

At the end of March 2024, Te Awa Kairangi announced that the delivery mechanism had changed for some workstreams of the programme.

  • NZ Transport Agency Waka Kotahi, through an Alliance with AECOM and Fletcher Construction, will deliver the Melling Transport Improvements (including a new grade-separated SH2 Melling interchange and bridge over Te Awa Kairangi/Hutt River, relocation of the Melling train station, and new/improved walking and cycling paths).
  • Greater Wellington will deliver the river works and stopbanks.
  • Hutt City Council will deliver the City Link Bridge that links the relocated Melling railway station with the city centre, as well as improvements to local roads and streetscapes.

 

How do I register my business to be considered to work on the programme?
You need to fill out a Registration of Interest (ROI)

What about other registers and groups?
The only register you need to sign up to is the ROI. Te Awa Kairangi Alliance needs to trade with Limited Liability Companies. Businesses are welcome to belong to other groups, collectives and business memberships but this will have no influence on whether you are successful in winning work.

Do I need to be on my Iwi’s business register?
Te Awa Kairangi Alliance does not require this. We rely on self-reporting as part of the ROI to identify whether you and your business are affiliated to Te Āti Awa Taranaki Whānui, Ngāti Toa, or mātāwaka Māori (other Iwi). In determining this, we will be guided by the expertise of the Mana Whenua Steering Group. This group is made up of representatives from Te Āti Awa Taranaki Whānui and Ngāti Toa who are Te Awa Kairangi partners.

Hutt City Council and Greater Wellington requirements will detail their requirements in the RFT documents for each of their respective projects.

Do I need to register with Hutt City Council and Greater Wellington as well as the Alliance?
No. The Alliance is coordinating the registration process for the whole Te Awa Kairangi programme of works, and your registration will be shared with programme partners and their contractors.

How much work does it take to get registered?
The ROI is deliberately concise and quick to complete. If you choose to bid for work once tenders are released, then you will then be asked to complete a more comprehensive supplier prequalification questionnaire. This will ask for more details about your non-price attributes, including track record; quality; health and safety; and sustainability.

What will Te Awa Kairangi be looking for in terms of Non-Price Attributes?
Te Awa Kairangi Alliance has four key results areas to drive positive outcomes. These are Health, Safety and Wellbeing; Community at Heart; Best Value Solutions; and Enduring Partnerships.

The Alliance is also committed to achieve a Bronze Infrastructure Sustainability Council Rating. Therefore, we will be looking to prioritise suppliers who can not only give us the best price, but who can also demonstrate value in these areas.

Hutt City Council and Greater Wellington will develop their specific Non-Price attributes and will detail these in the RFT document for each of their respective projects.

Can I do anything to prepare?

Check your Health and Safety qualifications are up to date (the Alliance requires Tōtika). You can also begin thinking about how you demonstrate value in the key results areas.

Where does the Job and Skills hub fit in?
The Jobs and Skills Hub was created to connect local workers to employment opportunities in the region. They provide training, upskilling and broker relationships between those looking for work and businesses. The programme partners will work with the hub to source workers for the project. Any business looking for workers can reach out to the hub. We will also look to use local labour hire companies. We will look favourably on tenders that demonstrate a commitment to hiring and upskilling local people.

Why haven’t I received an invitation to tender for work I am interested in?
Alliance RFTs (Requests For Tenders) will be issued based on information provided on the Registration of Interest (ROI) form. Only those businesses who are deemed suitable for an upcoming package of work, based on the information provided will be approached to tender. This approach means businesses who are not suitable to deliver the package are not burdened with completing tenders for unsuitable work.

Please note that Hutt City Council and Greater Wellington will be undertaking the procurement of suitable work package as they are released through the Government Electronic Tendering System (GETS).

PAA signed

The Project Alliance Agreement (PAA) has been signed. This means that the project is officially approved to go ahead. Detailed design and procurement processes can now begin.

Quarter 2 2025

Detailed Design

In this phase, the Alliance will develop the design to the point where it can be used for construction and procurement, including details that will be important to the tender process e.g. materials specifications and Issued for Construction (IFC) drawings.

We will also conduct a risk and opportunities assessment for each work package. This means we are likely to set additional non-price requirements for packages of works with high risk or high opportunity potential.

Quarter 2, 3 & 4 2025

Market Briefings

As information becomes available, we will communicate
the scope of works, the packages to be expected, estimated time frames and the non-price attribute requirements we will be looking for. This is so you can prepare to tender and ‘put your best foot forward’.


To ensure you receive relevant information as it becomes available, simply make sure you are registered on
the Registration of Interest (ROI). Updates will typically be provided via email or group market briefing.

Tenders issued

Tenders will be issued to businesses registered on the ROI according to package size, type of work selected and suitability. Included in the tender pack will be the details of the works package, any specific requirements including health and safety and reporting requirements and the non-price attribute assessment criteria. Please note all operators on site will require Tōtika registration.

You can submit an updated Registration of Interest (ROI) at any time.

If you receive an invitation to tender, you do not have to bid for the work – but please let us know if you are not interested. If you want to be considered for this work package then please complete all documentation to the best of your ability with your best price, by the due date.

Please note we cannot support your bid writing process as we need to remain commercially neutral and provide all possible suppliers with the same information.

Negotiation

Many tenders will be straightforward and will be able to be awarded based on the information provided in the tender.

In some cases, we may reach out to you to further negotiate specific details – these may be related to price or to non-price matters.

This is particularly likely for businesses tendering for large or high risk / opportunity packages of work.

Supply Agreements and Subcontracts Awarded

Successful bidders will be notified, and contracts awarded.

Unsuccessful bids will also be notified and provided with the opportunity to request feedback. We cannot provide details of other tenderers’ prices; however, we can provide feedback on how you scored in terms of your non-price attributes.

Quarter 4 2025

Works begin

Successful suppliers/subcontractors will then be expected to complete the works as per the terms of their contracts.

Any supplier or contractor working on site will need to be Tōtika registered prior to works start.

As per individual contract

Review cycle

Your contract will also set out your performance review cycle and reporting requirements.

Periodically the Alliance will review your performance and offer you the opportunity to provide feedback to us.

Non-compliance with contract terms, including sustainability and reporting requirements will be actively managed.

Ideas, innovations, and feedback on how to improve our sustainability, health and safety and cost saving are actively encouraged and will be rewarded as per the terms of your contract.
