Building connections
Te Awa Kairangi ki Tai - Lower Hutt is home to over 110,000 people and its population is rising. Changes need to be made to the transport network to keep up with the Hutt Valley’s urban and economic growth.
The improvements at Melling will deliver a safer, reliable and more accessible transport system in Te Awa Kairangi ki Tai - Lower Hutt. This will offer residents and visitors more choice on how they get around. Flood protection work and city centre infrastructure upgrades are also being delivered under the wider Te Wai Takamori o Te Awa Kairangi programme.

Goals
Improving safety
The new grade-separated Melling interchange, and a new bridge over Te Awa Kairangi / Hutt River will create a safer transport network for all travellers.
Enabling urban growth
Turning Te Awa Kairangi ki Tai - Lower Hutt into a true ‘river city’, stimulating redevelopment and identifying new opportunities for recreational, social and cultural activities.
Building resilience
Upgraded stopbanks and a wider river channel will add extra flood protection. The new Melling Bridge over Te Awa Kairangi / Hutt River is an integral part of this flood protection work.
More walking and cycling
A range of new walking and cycling paths, including a new pedestrian and cycle bridge will be built, and existing paths improved.
Upgrading public transport
Improved rail and bus connections. The newly relocated Melling train station will be an accessible hub for public transport.

Projects
Interchange and bridge
The new grade-separated interchange and bridge, connecting directly to Queens Drive, will help improve access during peak travel times.
Relocated Melling train station
Changes to the rail network will improve the reliability and accessibility of the train service for commuters.
Walking and cycling improvements/ City Link Bridge
New and improved walkways and cycle paths are planned along the river, designed for both commuting and leisure activities. The City Link Bridge, will also link the city centre with the relocated Melling Station.
Improved intersections
Intersections throughout Lower Hutt will be updated. This includes intersections at Harbour View Rd/Tirohanga Rd, Marsden St/Pharazyn St, Rutherford St/Melling Link, High St/Queens Drive, Marsden St/Victoria St, and Queen's Drive/Railway Ave.
