Te Wai Takamori o Te Awa Kairangi Community Update 17: March 2025
Newsletters, 17 March 2025Demolition works for Melling Transport Improvements
Demolition of the old skate park on Block Road and several buildings near Melling started this month. These areas need to be cleared in preparation for construction of the new SH2 Melling Interchange.
The skate park demolition should take approximately three weeks. During this time, several car parks in the adjacent park and ride will also be unavailable.
Demolition of buildings on High and Rutherford streets, and Queens Drive will then follow – starting with the removal of building materials that will be recycled.
Work is scheduled to be completed by the end of June 2025. Updates will be shared throughout demolition.

Exciting things coming to Daly Street!
Hutt City Council is getting underway with temporary improvements to activate the vacant council site at Daly Street, before it is redeveloped following the stopbank upgrade. For now, it’s the perfect location to try out some new ideas and give people new reasons to visit our city centre.

Groundwater monitoring
It's important we understand what’s under our feet to ensure we deliver infrastructure suitable for our unique local conditions.
Last week groundwater monitoring started in two locations:Waterloo Road outside the South African Pantry, and Rutherford St, opposite PetVet, near the Queens Drive roundabout.
The Waiwhetū Gravels run under this area, and back in 2022 we drilled two boreholes and installed monitoring stations in these areas. We’ll be measuring the water pressure being monitored by the piezometers in these stations to help us understand how the underground water flows change through the seasons.
Both locations will have a small number of car parks unavailable during the monitoring, which will take place between 9am-4pm and run each Monday, through to late August.
Where a public holiday falls on a Monday, such as Easter Monday (21 April) and King’s Birthday (2 June), work will be deferred to the next business day.
Cones and signage will be placed in the affected areas 24 hours before work is scheduled to begin.
Block Road ground investigation
From 17 March, NZTA and the Delivery Alliance will be digging 13 small test pits in the general area of Block Rd, the old skatepark and adjacent car park, as well as the area around the main Melling train station car park.
This work is part of preparation for construction of the Melling interchange and will help identify the quality of the ground around the future construction area.
Work will take about a week, and the test pits will be filled back in and grassed over once we’re finished.
There are no risks to the public. There also won’t be any disruptions to parking or local roads.
Similar work will take place in the rail corridor between the Melling train station and Normandale Bridge in late March. This will be done at the weekend to avoid any disruption to train services.
Important info: Wellington Water/KiwiRail project updates
During the Easter school holidays, Wellington Water and KiwiRail will both be carrying out critical work in Lower Hutt that may impact travel in the area. While these works are not part of Te Wai Takamori o Te Awa Kairangi, we know many in the community will be affected.
Wellington Water will be working on a sewer main under State Highway 2, starting Saturday 12 April. This work is expected to take around two weeks to complete. A northbound lane closure and other traffic management measures will be in place to ensure safety, leading to significant delays during peak times. Please plan your journey accordingly. More information can be found on the Wellington Water website.
KiwiRail have advised upgrades will be happening on the Hutt Valley and Melling lines from Friday 18 April, which will result in some timetable changes and bus replacements. Please plan your journey accordingly. More information on this work can found on the MetLink website.
