Transport improvements at Melling
We’re building a grade-separated interchange and removing the existing Melling/Tirohanga traffic lights, as well as other transport improvements in Lower Hutt.
The project aims to provide better access to and from State Highway 2, Lower Hutt and Western Hills, meaning less congestion and more efficient travel during peak periods, as well as improvements to safety for roads users by removing the existing conflicting right-hand turn movements.
Other benefits include:
- new and improved walking and cycling paths (including connections to Te Ara Tupua and shared paths from 4 to 4.5m wide over the state highway and river.
- fewer pedestrian crossings to improve traffic flow and safety.
- upgraded connections for Tirohanga and Harbour View communities, and
- better access to quality public transport (including relocation of the Melling train station, park and ride facilities and bus connections).

Next steps
We expect the Interim Project Alliance Agreement (IPAA) phase to continue until December 2024.
This process is used to understand the challenges, while providing opportunities for greater innovation and design refinements before partners commit to a construction contract.
The Project Alliance Agreement (PAA) will then be signed, with construction expected to begin in 2025.

About this work
The interchange is part of the Melling Transport Improvements, a major Crown investment project and Road of Regional Significance (RoRS) and is being delivered by NZ Transport Agency through the delivery alliance of AECOM and Fletcher Construction.
It is part of the wider Te Wai Takamori o Te Awa Kairangi programme, alongside flood protection upgrades and city centre infrastructure delivered by Hutt City Council and Greater Wellington.
