What’s happening?

With essential works happening along Te Awa Kairangi, we’ve got an opportunity to improve our city centre streets and how our city connects with the river.

The work will reshape how streets look, feel and function, creating safer, more accessible routes while improving connections between the river, the city centre and key destinations.

Why this work is important

Street upgrades are a key part of the wider transformation of Lower Hutt’s city centre.

This work is guided by the City Centre Framework, which sets a long-term vision for a city centre that connects with and support Te Awa Kairangi, its people and the whenua, creating a place where communities and businesses can thrive.

Upgrading the streets is essential to:

  • Complement the investment in our transport network and flood protection and deliver on the programme revitalisation objective.
  • Integrate the new stopbanks and City Link Bridge with the street network.
  • Create a safer, more inclusive movement network for walking, cycling, public transport and vehicles.
  • Create people-centred streets and spaces that support community activity, local businesses and investment in the city centre.

What this means for you

  • Safer, more accessible streets for everyone
  • Better walking and cycling connections across the city
  • Stronger links between the city centre, the river and the new Melling train station
  • More inviting spaces for shopping, dining and community activity
  • A city centre that’s easier to get around and spend time in

Key focus areas 

Early planning has identified priority areas for upgrades:

  • City Link Bridge Corridor - improving links from the City Link Bridge to key destinations with safer, more accessible routes
  • Andrews Avenue – creating a civic space that connects the city to the river and supports events and community use
  • High Street South – enhancing the retail heart of the city and supporting outdoor dining and activity

To make the street network work seamlessly and to mitigate the loss of parking, low-cost changes to Dudley Street are also proposed.

Timing 

Concept designs are currently being tested with the community, with detailed design and delivery stages to follow.
